Additional anonymous API use limitation

On top of the normal rate limits, requests to active player/leaderboard combinations now fall under an additional, stricter rate limit.

You may only request the same player/game combination 3 times per 60 minutes. When this limit is exceeded, you will receive a “Too Many Attempts (game and player combination)” rate limit error.

We are not accepting API key requests until the launch of the V2 endpoints (see V2 blogpost).
